Does Permanent Residence Require German B1?

Yes — in most cases. Under §9 of the German Residence Act (Aufenthaltsgesetz), applicants for the general Niederlassungserlaubnis must demonstrate oral and written German proficiency. The accepted standard is B1 CEFR.

The exact requirement varies depending on your specific permit type:

TELC B1 is the most commonly used for permanent residence — widely available at Volkshochschulen and language schools across Germany, lower cost than Goethe, and specifically recognised by German immigration authorities.


Does the Integration Course Certificate Count?

Yes. If you completed a state-funded Integration Course (Integrationskurs) and passed the final exam (DTZ — Deutsch-Test für Zuwanderer) at B1 level, this is accepted as proof of B1 proficiency. The DTZ result replaces the need for a separate TELC or Goethe certificate. If you already have a DTZ at B1, you don't need to sit another exam.


What If You Already Have a Higher Certificate?

A B2, C1, or C2 certificate from TELC, Goethe, or ÖSD is accepted in place of B1 — a higher-level certificate demonstrates B1-level proficiency by definition. No need to "downgrade".


Additional Requirements for Permanent Residence

Language proficiency is just one of several requirements for the Niederlassungserlaubnis. The main requirements under §9 AufenthG:

  • Minimum 5 years of legal residence in Germany (in most cases)

For most applicants with A2-level German from daily life in Germany, 2–3 months of dedicated preparation is realistic. Starting from a lower level? Allow 4–6 months.

  2. Work through identified gaps — typically Sprachbausteine and writing
  3. Take 3–4 full mock exams under timed conditions in the final month

Does the Certificate Have an Expiry Date?

TELC and Goethe certificates have no expiry date. That said, some Ausländerbehörden may ask for a more recently obtained certificate if yours is many years old and there are other indicators of concern about your German. In practice, a B1 certificate obtained even 5–10 years ago is routinely accepted without question.
